Paola Andrea Meneses Mosquera — Promoción 1994 Magistrada y Vicepresidenta de la Corte Constitucional de Colombia

La historia de Paola Andrea Meneses Mosquera es un ejemplo de cómo la formación integral, el trabajo en equipo y la ética inculcados en el Colegio Rochester trascienden el tiempo y se convierten en un sello profesional y humano. Abogada de la Pontificia Universidad Javeriana, con especializaciones y maestría en Colombia y España, Paola ha recorrido un camino de retos, decisiones éticas firmes y logros que han impactado a nivel nacional e internacional.

Formación en valores y relaciones humanas

Paola destaca que, más allá del conocimiento académico, el Colegio la marcó por su enfoque en el cuidado del otro, la disciplina y la importancia de las relaciones interpersonales basadas en el respeto. Recuerda con nostalgia la vida en la sede de Cedritos: mecanografía, poesía y ortografía con Mamá Chavita; música con Roberto Hernández; dibujo técnico con Meño; así como la preparación espiritual para la primera comunión. Estas experiencias —aparentemente sencillas— moldearon su carácter, sensibilidad y compromiso con la excelencia.

Maestros que dejaron huella

En su memoria viven docentes determinantes: miss Melba de Calderón y miss Elizabeth de Katich en Español; miss Cecilia de González y Rodrigo Cáceres en Sociales; y Luis Andrés Penagos, quien, con su materia de paz y democracia, encendió la chispa de su vocación jurídica. También recuerda con cariño a miss Fabiola Villalobos, quien le enseñó a cantar, y a Manuel Ferreira, modelo de disciplina, justicia, rigor y humanidad. Este último inspiró en ella la meta de ejercer su profesión con excelencia y empatía.

Retos que forjan principios inquebrantables

Al inicio de su carrera, Paola enfrentó un desafío que definió su ética profesional: tuvo que decidir entre aprobar un contrato que consideraba ilegal para conservar su empleo o mantenerse fiel a su postura jurídica y principios. Eligió lo segundo, asumiendo las consecuencias, convencida de que “el nombre es lo único que se tiene” y que los principios nunca se negocian. Esta enseñanza, aprendida en las aulas del Rochester, se convirtió en su brújula ética.

Logros y contribuciones jurídicas

Su elección como magistrada de la Corte Constitucional en 2020, por el Senado de la República, es uno de los mayores reconocimientos a su trayectoria. Desde este alto tribunal, Paola ha sido protagonista en decisiones que fortalecen la justicia constitucional y garantizan los derechos fundamentales.

Su labor ha sido reconocida con importantes premios: en 2021 recibió el galardón de la Corporación Excelencia en la Justicia a la Mejor Sentencia en favor de la diversidad e inclusión. En 2024 fue premiada en los Premios Sentencias —organizados por ACNUR, la CIDH y el CICR— por su aporte al acceso a la justicia de personas migrantes y sujetos de protección internacional.

Entre sus aportes jurisprudenciales más relevantes se encuentran:

• La defensa y fortalecimiento de la libertad de expresión.

• Decisiones pioneras en derechos de mujeres, tanto cisgénero como transgénero.

• Protección de comunidades étnicas, como el reconocimiento de su derecho a la objeción al servicio militar obligatorio y a la consulta previa.

• Avances en derechos de personas migrantes en situación irregular y de víctimas del conflicto armado interno.

• Reconocimiento del “escrache” como herramienta de protección frente a la violencia contra la mujer.

• Desarrollo de líneas jurisprudenciales en control constitucional de leyes y reformas, como el juicio de sustitución de la Constitución y la evaluación del impacto fiscal de iniciativas legislativas.

• Contribuciones a los derechos pensionales y a la participación política de las mujeres en altos cargos del Estado.

Orgullo rochesteriano

Paola resalta el impacto de los exalumnos del Colegio Rochester en múltiples campos: desde un expresidente de la República hasta líderes en medicina, derecho, arquitectura, arte y medio ambiente. Para ella, todos comparten un sello especial: habilidades interpersonales únicas, serenidad para resolver problemas y una visión orientada al bien común.

Legado familiar y mensaje a las nuevas generaciones

Su conexión con el Colegio continúa a través de sus hijos, Alejandro y Sebastián, quienes hoy son estudiantes rochesterianos. Así cumple la promesa que se hizo en su juventud: que sus hijos crecerían en el mismo entorno que la formó como profesional y como ser humano.

A los estudiantes de hoy les dice:“Disfruten cada día en este lugar que les da mucho más que educación: les da un hogar, amistades para toda la vida y valores que serán su brújula. Mantengan la ética, la perseverancia y el respeto, porque eso será lo que los lleve lejos, sin importar el camino que elijan.”

Paola Andrea Meneses Mosquera's story is an example of how the comprehensive education, teamwork, and ethics instilled at Rochester School transcend time and become both a professional and human hallmark. A lawyer from the Pontificia Universidad Javeriana, with specializations and a master’s degree in Colombia and Spain, Paola has walked a path of challenges, firm ethical decisions, and achievements that have had an impact both nationally and internationally.

Education in values and human relations

Paola emphasizes that beyond academic knowledge, the school left its mark on her with its focus on caring for others, discipline, and the importance of interpersonal relationships based on respect. She fondly recalls life at the Cedritos campus: typing, poetry, and spelling with Mamá Chavita; music with Roberto Hernández; technical drawing with Meño; as well as spiritual preparation for her First Communion. These seemingly simple experiences shaped her character, sensitivity, and commitment to excellence.

Teachers who left their markS

The latter inspired her to pursue her profession with both excellence and empathy.

Challenges that forge unshakable principles

Early in her career, Paola faced a challenge that defined her professional ethics: she had to decide between approving a contract she considered illegal in order to keep her job or remaining true to her legal position and principles. She chose the latter, accepting the consequences, convinced that “your name is the only thing you have” and that principles are never negotiable. This lesson, learned in Rochester’s classrooms, became her ethical compass.

Legal achievements and contributions

Her election as a magistrate of the Constitutional Court in 2020 by the Senate of the Republic is one of the greatest recognitions of her career. From this high court, Paola has been a leading figure in decisions that strengthen constitutional justice and guarantee fundamental rights.

Her work has been recognized with prestigious awards: in 2021, she received the Excellence in Justice Corporation Award for the Best Ruling in Favor of Diversity and Inclusion. In 2024, she was honored at the Rulings Awards—organized by UNHCR, IACHR, and ICRC—for her contribution to access to justice for migrants and individuals under international protection.

Among her most relevant jurisprudential contributions are:

• The defense and strengthening of freedom of expression.

• Pioneering decisions on the rights of women, both cisgender and transgender.

• Protection of ethnic communities, including recognition of their right to object to compulsory military service and to prior consultation.

• Advances in the rights of irregular migrants and victims of internal armed conflict.

• Development of jurisprudential lines in constitutional review of laws and reforms, including the trial for constitutional substitution and the evaluation of the fiscal impact of legislative initiatives.

Paola highlights the impact of Rochester School alumni in multiple fields: from a former president of the Republic to leaders in medicine, law, architecture, art, and the environment. She believes that they all share a special hallmark: unique interpersonal skills, serenity in solving problems, and a vision oriented toward the common good.

Family legacy and message to new generations

Her connection to the school continues through her sons, Alejandro and Sebastián, who are now Rochester students. She is thus fulfilling the promise she made in her youth: that her children would grow up in the same environment that shaped her as a professional and as a human being.

To today’s students, she says:“Enjoy every day in this place that gives you so much more than an education: it gives you a home, lifelong friendships, and values that will be your compass. Maintain ethics, perseverance, and respect, because that is what will take you far, no matter which path you choose.”
